Small System Metering Requirements

Which systems require a meter?
All small water systems including Community Water Systems, Non-Transient Non-Community Water Systems, Transient Non-Community Water Systems and State Small Water Systems require source metering. Community Water Systems serving fifteen or more connections will require additional service connection metering.

When must meters be installed?
Source meters must be installed by October 1, 2015. Service connection meters must be installed by October 1, 2017. A plan for the installation of connection meters by the Community Water Systems will be due on January 15, 2016.

When does reporting begin?
Reporting for the period of October 1, 2015- December 31, 2015 will be due on January 15, 2016. Additionally, for systems that already have meters, data going back to July 1, 2013 is required to be submitted when available.

What specifications must the meter meet?
Ultimately it is up to the water system’s operator and meter installation contractor to decide which type of source/production metering best meets the water system’s needs. A general guidance document is available for download above.

Who can do the installation?
The County does not have any specific limitations on the installer. Any qualified plumber, certified operator, well pumping company, general contractor or similarly trained person can do the installation. When choosing an installer, we recommend speaking to a few different companies so you can make an informed decision.

Do I need any permits?
No. Installing a meter on a water system is does not require a permit.

Is there financial assistance available?
The County does not have any direct funding assistance for production metering. We are working to find funding assistance to install service connection metering, and will be posting more information on our website as it becomes available. What if I have missed the October 1 deadline?
If you missed getting the production meter installed by the October 1, 2015 deadline, contact Nathan Salazar to explain the reason for the delay. In certain circumstances, a short extension may be granted.
